Topic Overview: This presentation will review hot topics and trends regarding the Coastal Act and Local Coastal Programs (LCPs). The Coastal Act calls on each local coastal jurisdictions to develop an LCP for Coastal Commission review and certification. An LCP serves as a city's or county's policy and regulatory framework for land use and development in the Coastal Zone. The LCP certification and implementation process often involves a number of diverse and interested parties, including local and state governments, property owners, developers, and advocacy organizations. As with any government regulation of property, policy and legal concerns can collide. This presentation will identify the new and developing issues on both the policy and legal fronts as local jurisdictions work towards a certified LCP.
