1. Congratulations to
Azurde Harris of the Planning Center on her new post as Co-Vice President of Programs. Azurde will collaborate with Konnie Dobreva, also of the Planning Center, on our lunch presentations.

2. A correction to Page 5 our July/August/September 2008 newsletter:

The first sentence of the article on the Environmental Nature Center indicated that the building is LEED-Platinum certified. OCAEP wishes to retract this sentence and replace it with the following:

“The ENC’s new visitor center is pursuing LEED Platinum Certification and would be the first Platinum building in Orange County. What better way to celebrate this state-of-the-art learning facility than by hosting three summer Open Houses!”

OCAEP regrets the error.

3. Angels Game 2-for-1 with APA

Please join the OCAEP, along with the Orange County Chapter of the American Planning Association, for our annual Angels' Baseball Night at Anaheim Stadium. This year we have purchased 50 tickets for the
Friday August 8, 7:05 p.m. game against the New York Yankees. Tickets are $25 and seats are in the Upper View section; a complimentary second game is included (Sunday September 14 at 12:35 p.m. versus the Seattle Mariners in the Upper View section). Tickets for games versus the Yankees usually go faster than most others and the Angels are in first place and looking for another World Series title this year, so please do not hesitate to purchase yours before they are gone.

OCAEP will meet up with OCAPA under the Big A in the stadium for a tailgate party around 5 p.m. OCAPA will provide goodie bags to each OCAEP ticket holder.

1.       Open Nominations/Special Elections for Co-Vice President Programs:

Effective immediately, OCAEP is looking for nominations for the position of Co-VP Programs, to serve on the Chapter Board during the remainder of the 2008 term.  Currently, Konnie Dobreva of The Planning Center is serving as VP Programs, and we are looking for nominations for another Co-VP Programs to work with her due to a newly created vacancy.  The Co-VP Programs is responsible for planning and executing OCAEP's chapter lunch programs. The nominees must be members of OCAEP in good standing.  Below is the detailed job description for this position:

 

1)       Coordination of the speaker, facility, and any refreshments for regular Chapter meetings/lunch programs;

2)       Preparation and distribution of notices, announcements, and nametags for regular Chapter meetings/lunch programs; and

3)       Provides information regarding attendance and payment to Treasurer for preparation of financial profit/loss statements. 
 

Please nominate candidates who are interested in serving as the Co-VP Programs, and we welcome self-nominations.  Please e-mail Lennie Rae Cooke, Administrative Vice President, (lrcooke@anchorenv.com) by Wednesday June 18, 2008 at 5:00 p.m. with the following information:

·         Name of Nominee;

·         Name of Nominator; and

·         Brief “Statement of Interest” indicating why he/she is interested in serving as Co-VP Programs

The Special Election will open on Thursday June 19, 2008 and close on Thursday June 26, 2008.  Please visit www.ocaep.com to vote in this Special Election during the Special Election period.


2.       Only Three tickets are still available for Pageant of the Masters!  This year's theme is "All the World's a Stage." The event is Wednesday July 9th, at 8:30 p.m., with entrance to the Festival of Arts prior to the performance. Tickets are $35 apiece, and are first come, first served. Contact Treasurer, Vanessa Ko (vko@templetonplanning.com) to reserve your ticket.  You may also sign up online by clicking here.


3.       The City of Irvine is about to initiate an exciting new committee called the “Green Ribbon Environmental Committee.”  The proposed Environmental Committee would make recommendations directly to the City Council on matters related to climate protection, energy, recycling and waste management, sustainability, transportation and water. Please see attached notice, staff report and City Council resolution for further detail. Irvine residency is not a requirement to serve on this Committee. Applications are due in the City Clerk’s office no later than 5:30 pm, Thursday June 12th, 2008. 6.       Are you looking for a student intern to support your company this summer or next year?  OCAEP is seeking to connect companies/agencies with students to enhance our relationship with Orange County universities and provide our member companies/agencies with emerging industry professionals.  Please email mjameson@brandman.com if you have an internship opportunity or if you are a student intern looking for an internship.

·         AEP Chapter Summit: OCAEP Chapter Board members and Committees are invited to attend the Chapter Summit in Ontario on July 12th.  The leadership retreat is designed for chapters to provide feedback to the State AEP organization and share ideas with other chapters.  If you are interested in attending or if you have suggestions for OCAEP and the State AEP organization, please email mdrouse@cityofirvine.org.

8.       Legislative Update

·         SB 1165, perhaps the most significant CEQA bill of 2008 and a measure strongly opposed by AEP, was defeated yesterday (May 29, 2008). 

Needing 21 votes to pass SB 1165 (Kuehl) to the Assembly, the bill was defeated on the Senate Floor by a vote of 17-18 late yesterday afternoon. 

In one-on-one discussions with her colleagues on the floor, and in her opening remarks on the the bill, Senator Kuehl pledged to her colleagues to delete Section 3 of the bill in the Assembly.  (Section 3 effectively decertifies a final EIR after five years).  Even after making this pledge, the bill received only 17 "Aye" votes.  When the "call" on the bill was lifted, Senator Maldonado changed his position of "Not Voting" to "No."  The other Senate Members did not change their previous votes. The vote was pretty much along party lines.  The 17 Aye votes were all Ds.  The 18 No votes included the entire Senate R caucus (15) plus three Ds (Calderon, Correa, and Yee).  The remaining five Senators recorded as Not Voting were all Ds (Cedillo, Ducheny, Negrete-McLeod, Padilla and Torlakson).  Senator Kuehl needed at least four of these five "not voting" senators to win passage of her bill to the Assembly.

Surprisingly, a motion to "grant reconsideration" was not made following the announcement of the vote and therefore SB 1165 is dead for the year.  Please note that the end of SB 1165 does not preclude the subject matter of SB 1165 being considered in another bill.  We'll keep a look-out for such a move but for the moment, any resurrection of SB 1165 provisions would seem remote.  For more information, please email ncarlsson@templetonplanning.com.

·         Sustainability/Climate Change Committee – Addresses sustainability/climate change/global warming matters, which are among the most critical issues for our profession

·         Legislative Committee – Works on all legislative matters that are prioritized by the State organization

·         Newsletter Committee – Charged with obtaining content for our quarterly newsletter and works directly with the Administrative Vice President who serves as the newsletter editor

·         Scholarship Committee – Established to engage our students and emerging professionals in the field by providing scholarship support during their academic tenure and planning fundraising activities

·         Emerging Issues Committee – Focuses on all emerging issues that are relevant to the environmental field to ensure that our organization is prepared to provide programming accordingly


10.   Board Meetings are held on the first Tuesday of each month at 12pm (location varies).  Board meetings are open to members, so if you are interested in attending or have something to share with the Board, please email mdrouse@cityofirvine.org.

HAPPY EARTH DAY (April 22nd) FROM OCAEP!



1. Seats are still available for our Coastal Processes 101 OCAEP Lunch Program on April 22nd at the Woodbury Community Center (130 Sanctuary, Irvine, California 92606-5208). If you plan to attend, but have not registered, please email rsvp.aep@gmail.com (you can RSVP until 10am today and walk-ins possible after that deadline). In the future, remember to sign up early and use our PayPal option on the OCAEP website or your Lunch Card.



2. Earth Day (April 22nd) Programs and Information:



· EPA’s website has some great information about Earth Day programs and ideas.

· The Newport Film Festival environmental films will be shown at the Interpretive Center as part of Earth Day celebration. The Film Festival begins on April 24. About 20 short films will loop non-stop from 10:00 am to 11:30 pm, and again from about 1:00 pm to 4:00 pm. At 11:30 "A Sheltered Sea" will screen (23 minutes followed by Q&A). At 12:15 "Raising Lucy" will screen (28 minutes followed by Q&A). Admission is free.

· Check out Earth Day Tips from National Geographic.



3. OCAEP is set to host the AEP Spring CEQA Workshop on Monday May 12th at Chapman University in Orange. Our speakers are Professor Dennis Binder of Chapman University School of Law, Susan Hori of Manatt, Carolyn Lobell of Nossaman, Jeff Melching of Rutan & Tucker, Alfred Smith of Nossaman, and Haseeb Qureshi of Urban Crossroads. Some earlier versions of the flyer incorrectly state that the workshop is May 2nd. AEP has applied for AICP-CM and State Bar MCLE credits. We hope to have a decision from both organizations prior to the workshops. Stay tuned for an announcement in the coming weeks.
